The Federal Commission on School Safety released their findings earlier this week concerning mass shootings in schools. The Final Report of the Federal Commission on School Safety is a 180-page report put together by a blue-ribbon panel. The panel was formed in the aftermath of the mass shooting at the Marjory Stoneman Douglas High School in Parkland, Florida. The report outlines the panel’s variety of recommendations based on their months of research.

The commission researched numerous factors associated with school shootings. Among these factors were mental health, gun control, cyberbullying, and violent video games. The commission addressed each of the issues in their recommendations, following their extensive research.

The report recommends the adoption of several models for improving mental health resources throughout schools. One of these models, character education programs, have already been adopted by several charter schools. The program involves helping students better understand concepts like empathy, compassion, and morality. The report also recommends federal agencies better assist states in addressing the issue of cyberbullying.

Violent video games were determined not to be linked to school shootings by the commission.  The report praises the ESRB’s rating system for video games and the effectiveness of its application. The report rejects the idea of implementing more restrictions on video games, and suggests schools improve their ability to control the internet access of students on their campus.

The safety report addresses several issues regarding firearms. Based on the commission’s research, raising the age restrictions for firearm purchases was deemed to have no impact on mass shootings. This is due to the fact that most of these shootings are carried out with stolen guns, and the shooters are often too young to legally purchase a firearm anyways.

Allowing teachers and staff to carry firearms was another issue addressed in the report. The commission recommends that certain teachers and staff be permitted to carry guns in schools after completing extensive training.  The commission stresses the importance of having an immediate armed response to a shooting, which is why they recommended the option of allowing teachers and staff to carry concealed firearms.

The commission’s report underscores the need for schools to adopt individual plans best suited for their needs.  The report states, “There is no universal school safety plan that will work for every school across the country. Such a prescriptive approach by the federal government would be inappropriate, imprudent and ineffective. We focused instead on learning more about, and then raising awareness of, ideas that are already working for communities across the country.”
